Not on the change log so not.  If you were following the conversation the past 3 to 4 weeks we have spend night and day trying to fix a licensing server issue, which went down for almost 2 weeks.  This was the only focus for 3.1.16.

Abort delay is not a bug, that feature was removed a few years ago... it is just the setting that remains.

I haven't been following the conversations.  Sorry about the server licensing issues.  I have been there...  In the next release delete what's left of the Abort Delay.
