Entering any value into ABORT DELAY and then clicking APPLY and SAVE are not saved.  Closing down BYE and reopening the ABORT DELAY is reset to its default value of 0.

ABORT DELAY:  This feature has been removed 2 years ago due to issues that lead to confusions, I guess I forgot to remove the settings.

NOT SAVED: This has been reported over a dozen times already.  It's a Windows security issue caused by a Windows update.  Your only recourse is to re-install in a new folder; this will cause Windows to apply the correct security profile to the install folder.

The fact that the ABORT DELAY is not saved may be because it was mostly, but not completely removed. I can duplicate the OP's behavior. The ABORT DELAY is the only setting that is not saved, so this is not a Windows security issue. Removing the label and control from the settings dialog should fix it.

Oh, thanks for testing this astroman.
