Windows does not need to see the SD card to recognize the camera. In fact you don't want it to recognize the camera as a file storage device. If the cable is good, the camera is powered on, and WiFi (if it is supported) is disabled in the camera Windows should see the camera right away. If you are looking at the Windows Device Manager when all those conditions are met, The complete device list should refresh and windows should make the sound that a new device was recognized. If you explode the Portable Devices list, you should see the camera.

If that doesn't happen then there are 4 causes 1) the PC, 2) the USB port on the PC, 3) the cable, or 4) the camera. You can try a different USB port on the PC to see of that matters. You can try the camera and cable on a different PC. If that works then the problem would seem to be Windows or the USB on the PC. Otherwise you can try a different cable and or a different camera to try to troubleshoot which is at fault.
