How can u change the ISO on the program? Change it on the camera, appears on the program for a second then defaults back to 1600

You should read the user manual.  this is the purpose of using the software... so the short answer is yes.

If you have Maximum Sensitivity selected in the LiveView area of the Settings screen, switching from Imaging to the Frame & Focus or Planetary screens will cause the ISO to be set to the max value supported by the camera. This is by design.
