Len,

Using BYE 3.1.11 with my T5i I believe that I am seeing similar behavior to you. Here is what I see:

The Duration and Pause controls on the Frame & Focus screen are always disabled.

While use of Bulb for LiveView is a bit nonsensical, using Bulb for Snap exposures does make sense. Use of the Pause value when looping also makes sense. I don't believe that this is by design.

I tested with BYE 3.1.12 RC5 and it behaves the same way as BYE 3.1.11 above. I also tested with BYE 3.1.9 and both the Duration and Pause controls appeared to be enabled correctly. Duration was enabled when BULB was the selected Shutter value and the Pause control was always enabled.

There have been multiple issues uncovered as a result of changes to the Capture Plan to support the upcoming eclipse. This may be yet another one. You could install BYE 3.1.9 as a workaround.

Okay, I just replicated this and was able to fix it.  This will be in the next release.  

I'll try to post a  pre-release later today or tomorrow with this fix so you can test before official release.
