Planetary Time Stamp

I recently took a short video of the moon grazing aldebaran. I'm trying to figure out when the first occultation occured but the video and all frames are labeled moon_Tv110s_400iso_960x640_20170304-23h17m21s. Is that the time of the first frame?

Yes, it's a time stamp at the beginning of the recording.

Is the time taken from the computer or camera?

From the computer, I would imagine.
