Web site issue - tool bar grayed out

When attempting to edit a post, the text editing tool bar is grayed out.

 

Specifically I was trying to edit a message that I had already posted. I wanted to indent some text. The tool bar is gray and the "Ibcrease indent" button had no effect. This was the case with the regular editor and the Full Editor.

Well, I figured out what was causing the editing controls to be disabled...Clicking on the left-most button of the first row causes the entire toolbar to become disabled. It is also sticky so the next time you edit a post the toolbars are also disabled. Not a bug, but truly an undocumented feature.

Ah, that makes sense.  That button is a toggle on/off for plain text versus html

I get the toolbar with both Firefox and Chrome

I have the issue with IE 11, but not with FireFox.

I just tried starting a new thread, replying to a new thread, and editing an existing thread and I get the tool bar in all cases.

 

EDIT: That was using EI11.

Strange! For me, it consistently fails. The buttons become highlighted when I hover the mouse pointer over them, but clicking on them does nothing. The Font Name and Font Size dropdowns do not drop down. My text does not become bold when I click on the B button.

Odd, I'm working a upgrading the website anyway.  I'm hoping to go live in April.
