This has been discussed a few times already.

Please uninstall BYE, reinstall in a separate folder, and reboot.  There seems to be some sort a conflict with a previous dll and this should resolve it.

The installer will only asked for a new folder on new install, this is why you need to uninstall first.

However, it looks like Windows has also managed to messed the uninstall, which is outside BYE itself.  

Is your anti-virus up do date? 

EDIT: You mentioned "System Restore" in your post... is this the Windows System Restore feature?  Or something else you refer to?

If it's something else and you have "System Restore" enabled on you computer, you may want to try to restore it to a point before you tried to install 3.1.18.

Okay, I'm going to create another installer that will asked you an install folder even if it is already installed... this should allow you to at least install again in a separate folder.  This may be all that is needed to get you around this Windows uninstall issue.

I'll post a link once it's uploaded.  Give me a few hours.

Success :) The new installer allowed me to select new folder and I can so much further. I will let you know in case I see any other issue. Yes, I used windows System restore to go back a few days to make it work with previous version.
