If you read the End User License Agreement it says that you can install BYE on a second computer as long as you don't run it on both computers at the same time.

So, the process is exactly the same on the 2nd computer is the same as it was on the first....browse to the O'Telescope web site and log on as the same username that you used when you purchased your license; download and install the software; go to the My Purchases | Orders in the menu bar at the top of the page; Copy your permanent license key. Launch BYE on the 2nd computer and paste the license key into the license validation dialog. You are ready to go.

If you are going to recycle the old PC, then I would suggest removing BYE before you do so; along with any other software that you purchased and licensed and any downloaded files with personal and confidential information. The goal is to remove any references to yourself on the hard drive.
