Unable to update 3.1.6 to 3.1.16

Question

Running the exe file stops at the point shown below. On choosing "automatically close applications" it generates a "retry/cancel/Ignore" and not able to move forward with the installation. I am running Windows 10.

Would be obliged for your help with this update.

It's the background worker process.

It stays on for about 5 minutes after you close the application... so...

1) Kill the process in Task Manager

2) or wait at least 5 minutes after closing BYE before the upgrade

3) or reboot your computer, DO NOT start BYE again before doing the upgrade.
