What are these exposure settings.

I've been doing a study on various shutter speeds and have looked at all the available settings. I am unsure of how to interpret 0"3, 0"4, 0"5, 1"3 etc.. Will you please fill me in on that?

The quote sign stands for second.

 

So 0"3 in Canon's world = 0.3 second.

 

... and 1/8000 = 1 8000th of a second.
