Weather Center Text File works but doesn't update?

Question

I have an Arduino reading Temp and Humidity, outputting the information to a Com Port.  PuTTy reads the data and saves a .TXT file.

Format is very simple City,Temp,Humidity, updated every 10secs (I can of course easily change any of these parameters). BYE reads the file correctly and displays the information.

My question is whether I should expect BYE to read the .TXT file as it updates?  If so how often does BYE read the file?  I have a feeling that because PuTTy has a handle on the file BYE can't access it in realtime?
