If your purchase key is not activating it means your are not entering your key and/or identifier correctly.  There are no other cause for this.

Make sure you cut&paste your key and identifier exactly as it appears in "My Purchases -> Orders" here on the website.

Is this a personal computer of a work computer that is tied to a domain controller?  Sometimes on work computers there is restriction where BackyardEOS can not write to the registry.  Do you have full administrator privileged on the computer?

You can install BYE on another computer with no problems, except that you can only have BYE active on one PC at a time.

Download 3.1.16 and try that version.

If this works it confirms that you don't have full permission to write to the Windows registry.  In version 3.1.16 and before I was not writing the license information into the registry and for this reason 3.1.16 may work.
