This happens a lot with Win 10 - messed-up File and Directory Privs.  The common solution is to perform an Installation into a different Directory - preferrably a New Directory within the same Programs structure (some folks will advise to put it off "\" (root) but that starts to develop its own set of "design conflicts" with Microsoft's latest Security Efforts).

You can also use the Windows Settings Apps&Features Uninstall facility.  And then select that same Destination Directory for your Fresh Install (assuming that you hadn't placed something else in it over time that would keep it from Uninstall Deletion).
