That feature was initially provided for users whose Mount had only a Clock Drive for the RA Axis.  Such users would need to perform a rather accurate Polar Alignment on their own, first.  But then PHD would work to accommodate correction of any reasonable Periodic Error.

In current usage, it is up to you...  Try it, and decide whether you get better Ultimate Results after Stacking your Images...  Some Rigs simply have more difficulty maintaining a Guiding Session when it has to accommodate issues such as DEC Backlash.  Others have less issue with that and benefit from the additional "randomness" of the Dithers and the recorded Background Noise...

With such a Mount, you'll probably see a slight degradation in the resulting Image Stacks if using "Dither RA Only", as the reduced "randomness" of the Dithers won't displace the Background Noise by as much...
