App sizing on second screen - cannot maximize

Question

Problem: When I move the BYE app to a second screen, things go wonky when I try to resize the app's screen size on the second display. 
Sometimes I can expand the app to full screen, other times it will only expand to about 3/4 of the second display screen using the corner expand/contract tool.  Also, when I try to expand the app using the maximize button at the upper right, half the app goes off screen and I cannot access the apps menu bar - I then have to close the app and reload to regain control. 
Running W10 ver. 22H2, BYE 3.2.2, on HP Envy 15 Notebook and HP 25f monitor
Suggestions?

Thanks for the suggestions but software & drivers all up to date.

Clean reboot and still had issues. 

Screen position was the magic answer to correcting problem!

Second screen has to be at same horizontal level for app to maximize and appear properly
