There are literally Dozens of "RAW Development" Apps (or Image Processing Apps which have that basic ability).  In fact, once you have installed certain such Apps which supply the proper Codec, even Windows Explorer can do this with the Thumbnail View.

 

For general Astro Image Processing, there is little need for direct RAW Development as the RAW Files are needed for Calibration and Stacking.

I'm not stacking. I'm doing a mosaic of single frames containing meteor trails.

 

Lightroom (used for a separate time-lapse work flow, then for selecting the frames with trails) exported RAW to preserve quality.

 

Registar does not take RAW, so needed to bulk convert RAW to tiff.

Lightroom conversion from RAW to 16-bit TIFF is one of the Highest Quality Conversions.  Same with ACR.

 

Other Image Processing Tools will do similarly Good Conversions - most based on DCRAW (as is BYE/BYN).

 

With all these Tools readily available, and at least one of them likely to be part of everybody's standard AP Image PRocessing regimen, what particular Benefit would it be to complicate the BYE/BYN GUI by trying to add another "Image Conversion" Dialog??

The trick in ACR is to always check the blue link text at the bottom middle of the GUI. This is the "Workflow" link. You need to make sure it says 16bit. If it doesn't, click on the link and make the change.

 

Then it will save as 16 bit tiff.
