This is a strange issue. I have used app.config and user.app.config files extensively and have never heard of them becoming corrupted. I would guess that it is an issue with the application terminating while the file is being written, but that is just a guess. Perhaps it could happen if Windows shuts down while BYE is running or if a laptop running on the battery shuts down the hard drive.
Until a fix has been engineered to avoid corrupted config files, one solution could be to keep a "default" version of the config file(s) that would be used if the "live" config file(s) become corrupted. The only thing that I don't know would be if BYE/BYN could copy the default file over the live file or if it would have to be done manually or with a separate executable.
Since the default files would only be written during installation, it is unlikely that they would become corrupted.
